SEC. 2. STUDY AND REPORT ON HOLOCAUST EDUCATION. (a) Study.--Beginning not later than 180 days after the date of the enactment of this Act, the Director of the United States Holocaust Memorial Museum (referred to in this Act as the ``Director") shall conduct a study on Holocaust education efforts in States, local educational agencies, and public elementary and secondary schools. Such study shall include an examination of-- (1) all States; (2) a nationally representative sample of local educational agencies; and (3) a representative sample of schools within the local educational agencies being studied. (b) Elements.--In conducting the study under subsection (a), the Director shall-- (1) determine whether States and local educational agencies require Holocaust education as part of the curriculum taught in public elementary and secondary schools; (2) identify States and local educational agencies that have optional Holocaust education as part of the curriculum taught in public elementary and secondary schools; (3) identify each State's standards and local educational agency's requirements relating to Holocaust education and summarize the status of the implementation of such standards, including-- (A) the existence of a centralized apparatus at the State or local level that collects and disseminates Holocaust education curricula and materials; (B) the existence of Holocaust education professional development opportunities for pre-service and in-service teachers; and (C) the involvement of informal educational organizations in implementing Holocaust education, including museums and cultural centers; (4) determine whether public elementary and secondary schools use the following strategies in their Holocaust education, including through the qualitative and quantitative analysis of such indicators as-- (A) in-class discussion; (B) educational activities conducted outside the classroom, including homework assignments and experiential learning involving State and local organizations, such as museums and cultural centers; (C) project based learning; (D) educational materials and activities that are developmentally appropriate and taught through a trauma-informed lens; and (E) integration of lessons from the Holocaust across the curriculum and throughout the school year; (5) identify the types of instructional materials used to teach students about the Holocaust, including the use of primary source material; (6) identify-- (A) the duration of the periods in which Holocaust education is taught in public elementary and secondary schools; and (B) the comprehensiveness of the Holocaust education curriculum taught in such schools, as indicated by the extent to which the curriculum addresses all elements and aspects of the Holocaust; and (7) identify the approaches used by such schools to assess outcomes using traditional and nontraditional assessments, including asessments of-- (A) students' knowledge of the Holocaust; and (B) students' ability to identify and analyze antisemitism, bigotry, hate, and genocide in historical and contemporary contexts. (c) Report.-- (1) In general.--Following the completion of the study under subsection (a), the Director shall prepare and submit to Congress a report on the results of the study. (2) Deadline for submittal.--The report under paragraph (1) shall be submitted not later than the earlier of-- (A) 180 days after the completion of the study under subsection (a); or (B) three years after the date of the enactment of this section. (d) Definitions.--In this Act: (1) ESEA terms.--The terms ``elementary school", ``local educational agency", ``secondary school", and ``State" have the meanings given those terms in section 8101 of the Elementary and Secondary Education Act of 1965 (20 U.S.C. 7801). (2) Holocaust.--The term ``Holocaust" has the meaning given that term in section 3 of the Never Again Education Act (Public Law 116-141; 36 U.S.C. 2301 note). (3) Holocaust education.--The term ``Holocaust education" means educational activities that are specifically intended-- (A) to improve students' awareness and understanding of the Holocaust; (B) to educate students on the lessons of the Holocaust as a means to raise awareness about the importance of preventing genocide, hate, and bigotry against any group of people; and (C) to study the history of antisemitism, its deep historical roots, the use of conspiracy theories and propaganda that target the Jewish people, and the shape-shifting nature of antisemitism over time. (4) Project based learning.--The term ``project based learning" means a teaching method through which students learn by actively engaging in real-world and personally meaningful projects. |

SECTION 1. SHORT TITLE. This Act may be cited as the ``Expediting Israeli Aerial Refueling Act of 2023". SEC. 2. TRAINING ISRAELI PILOTS TO OPERATE KC-46 AIRCRAFT. (a) In General.--Not later than 60 days after the date of the enactment of this Act, the Secretary of the Air Force shall-- (1) make available sufficient resources and accommodations within the United States to train members of the air force of Israel on the operation of KC-46 aircraft; and (2) conduct training for members of the air force of Israel, including-- (A) training for pilots and crew on the operation of the KC-46 aircraft in accordance with standards considered sufficient to conduct coalition operations of the United States Air Force and the air force of Israel; and (B) training for ground personnel on the maintenance and sustainment requirements of the KC-46 aircraft considered sufficient for such operations. (b) United States Air Force Military Personnel Exchange Program.-- The Secretary of Defense shall, with respect to members of the air force of Israel associated with the operation of KC-46 aircraft-- (1) before the completion of the training required by subsection (a)(2), authorize the participation of such members of the air force of Israel in the United States Air Force Military Personnel Exchange Program; (2) make the United States Air Force Military Personnel Exchange Program available to such members of the air force of Israel; and (3) to the extent practicable, ensure that such members of the air force of Israel may participate in the United States Air Force Military Personnel Exchange Program immediately after such members complete such training. SEC. 3. FORWARD DEPLOYMENT OF UNITED STATES KC-46 AIRCRAFT TO ISRAEL. (a) Report.--Not later than 60 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report that describes the capacity of and requirements for the United States Air Force to forward deploy KC-46 aircraft to Israel on a rotational basis until the date on which not fewer than four KC-46 aircraft procured by the military forces of Israel are commissioned into such military forces and achieve full combat capability. (b) Rotational Forces.-- To require the Secretary of the Air Force to provide training to members of the air force of Israel on the operation of KC-46 aircraft, and for other purposes. |

2023-03-24 | United States-Israel Future of Warfare Act of 2023 SPONSOR: . ,
(3) Israel is a global leader and innovator in the development of defense technology and is one of the closest foreign defense partners of the United States. (4) On September 14, 2016, the United States and Israel signed a 10-year memorandum of understanding reaffirming the importance of continuing annual United States military assistance to Israel (and other defense programs in areas such as missile defense, counter tunneling, and counter-unmanned aircraft systems) in a way that enhances the security of Israel and strengthens the bilateral relationship between the two countries. (5) On July 12, 2022, President Joe Biden and former Israeli Prime Minister Yair Lapid committed to elevating the strategic partnership between the United States and Israel to new heights by launching the Strategic High-Level Dialogue on Technology, tasked with establishing a technological partnership between the United States and Israel with respect to critical and emerging technologies and solutions to global challenges. (6) On July 14, 2022, President Joe Biden and former Israeli Prime Minister Yair Lapid signed a joint declaration titled the ``Jerusalem U.S.-Israel Strategic Partnership Joint Declaration" reaffirming the steadfast commitment of the United States to strengthen the self-defense capability of Israel and to ``move forward the U.S.-Israel defense partnership through cooperation in cutting-edge defense technologies such as high energy laser weapons systems to defend the skies of Israel and in the future those of other U.S. and Israel security partners". (7) Since 2016, Congress has appropriated $320,000,000 for counter-tunneling cooperation between the United States (specifically the Irregular Warfare Technical Support Directorate of the Department of Defense) and Israel, resulting in the development of counter-tunnel technology that enhances the capability of the United States and Israel to deal with tunnel threats at the borders of such countries and elsewhere. (8) Since 2020, Congress has appropriated $88,000,000 for counter-unmanned aircraft systems cooperation between the United States (specifically the Irregular Warfare Technical Support Directorate of the Department of Defense) and Israel, resulting in the co-development of counter-unmanned aircraft systems for use by the United States Armed Forces, the Federal Bureau of Investigation, and the United States Secret Service. (9) In January 2023, the Irregular Warfare Technical Support Directorate of the Department of Defense awarded Israel Aerospace Industries a multi-million dollar contract to rapidly develop and deliver a loitering munition known as ``ROC-X" to provide ground-based tactical forces with more precise capabilities and improve the safety and security of United States warfighters. (10) Over the last few years, the Irregular Warfare Technical Support Directorate of the Department of Defense and the Directorate of Defense Research and Engineering of the Ministry of Defense of Israel hosted a competition known as the ``MOSAIC Challenge", seeking cutting-edge hardware and software solutions to address some of the challenging and longstanding technological gaps concerning remote autonomous indoor maneuverability. (b) Statement of Policy.--It is the policy of the United States to support and encourage further defense collaboration with Israel in areas of emerging technologies capable of enabling the warfare capabilities of both the United States and Israel to meet emerging defense challenges, including with respect to the areas of artificial intelligence, cybersecurity, directed energy, and automation. (c) Establishment of Fund.-- (1) In general.--The Secretary of Defense shall establish a fund, to be known as the ``United States-Israel Future of Warfare Research and Development Fund" (in this section referred to as the ``Fund"). (2) Use of amounts.--Amounts in the Fund shall be available for the conduct of collaborative defense projects between the United States and Israel in areas of emerging technologies (including artificial intelligence, automation, cybersecurity, and directed energy) for the purpose of enabling the Armed Forces of the United States and of Israel, respectively, to meet emerging defense challenges. (3) Authorization of appropriations.--There is authorized to be appropriated to the Fund $50,000,000 for each of fiscal years 2024 through 2028. (9) In January 2023, the Irregular Warfare Technical Support Directorate of the Department of Defense awarded Israel Aerospace Industries a multi-million dollar contract to rapidly develop and deliver a loitering munition known as ``ROC-X" to provide ground-based tactical forces with more precise capabilities and to improve the safety and security of United States warfighters. |

Holocaust Insurance Litigation) that were entered and approved based on the erroneous conclusion that State law claims to recover under Holocaust-era insurance claims are preempted by the executive branch foreign policy addressed in Garamendi; |

In this Act: (1) Beneficiary.--The term ``beneficiary'' includes-- (A) a named insured or named beneficiary under a covered policy; and (B) an heir, assignee, or legal representative of a named insured or named beneficiary described in subparagraph (A). (2) Covered policy.--The term ``covered policy'' means any life, dowry, education, annuity, property, or other insurance policy that was-- (A) in effect at any time during the period beginning on January 31, 1933, and ending on December 31, 1945; and (B) issued to a policyholder domiciled in-- (i) any area that was occupied or controlled by Nazi Germany; or (ii) the territorial jurisdiction of Switzerland. (3) Insurer.--The term ``insurer''-- (A) means any person engaged in the business of insurance (including reinsurance) in interstate or foreign commerce that issued a covered policy; and (B) includes any successor in interest to a person described in subparagraph (A). (4) Nazi germany.--The term ``Nazi Germany'' means-- (A) the Nazi government of Germany; and (B) any government that-- (i) had friendly relations with the Nazi government of Germany; (ii) was allied with or controlled by the Nazi government of Germany; or (iii) exercised or claimed sovereignty over any area occupied by the military forces of the Nazi government of Germany. (5) Related company.--The term ``related company'' means an affiliate, as that term is defined in section 104(g) of the Gramm-Leach-Bliley Act (15 U.S.C. 6701(g)). |

[Israel ethnic cleanses the Promised land] (17) In the aftermath of the Beirut Port explosion, President Biden's pledge of an additional $98,000,000 in aid to Lebanon on the first anniversary of the disaster was a good first step in supporting the Lebanese people. Designating Lebanon for Temporary Protected Status (TPS) is the logical next step given the circumstances. (18) Lebanon needs significant continued international support to prevent the worsening of its economic, social, political, and public health crises and to rebuild from this period of extraordinary difficulty for the Lebanese people. (19) A report from FWD.us published in February 2023 estimated that 12,000 individuals in the United States would be eligible for TPS if Lebanon was designated, of which 64 percent are members of the workforce with an annual economic contribution of approximately $420,000,000. (20) A country is designated for TPS when it is determined by the United States Government that it is unsafe for its citizens to return to due to ``ongoing armed conflict", ``environmental disaster", or ``extraordinary and temporary conditions in the foreign state that prevent aliens who are nationals of the state from returning to the state in safety". (21) As of April 2023, the Department of State's Lebanon Travel Advisory specifically directs individuals to ``Reconsider travel to Lebanon due to crime, terrorism, armed conflict, civil unrest, kidnapping", and goes on to specifically advise that individuals do not travel to ``the border with Syria due to terrorism and armed conflict", ``the border with Israel due to the potential for armed conflict", and ``refugee settlements due to the potential for armed clashes". |

Congress finds the following: (1) In 2016 and 2017, the Palestinian Authority published modified curricula for school-aged children in grades 1 through 11. (2) Textbooks used by the Palestinian Authority (PA) in the West Bank and Gaza include graphics portraying violence against Israeli soldiers, positive portrayals of individuals who have committed attacks against citizens of Israel, and references to Palestinian efforts to target the ``Zionists". (3) PA textbooks are used at schools sponsored by the United Nations Relief and Works Agency (UNRWA) because UNRWA schools use the textbooks of the host government. (4) On April 26, 2018, the Government Accountability Office (GAO) published a report that found the following: (A) Textbooks in PA schools feature inaccurate and misleading maps of the region and include militaristic, adversarial imagery and content that incite hatred. (B) The Department of State raised with Palestinian officials the objectionable content in textbooks, including a specific math problem using the number of Palestinian casualties in the First and Second Intifadas. (C) The United Nations Relief and Works Agency (UNRWA), in its review of the textbooks, identified content not aligned with United Nations values, the majority of which content related to neutrality or bias issues, including issues related to maps and references to Jerusalem as the capital of Palestine. SEC. 3. SENSE OF CONGRESS. It is the sense of Congress that the Palestinian Authority has not sufficiently eliminated content and passages encouraging violence or intolerance toward other countries or ethnic groups from the curriculum used in their schools. SEC. 4. REPORTS REQUIRED. (a) In General.--Not later than 180 days after the date of the enactment of this Act and annually thereafter for two years in accordance with subsection (c), the Secretary of State shall submit to the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate a report reviewing curriculum, including textbooks, leaflets, pamphlets, magazines, and other instructional materials, used in schools in areas controlled by the Palestinian Authority or located in Gaza and controlled by any other entity. Each such report shall include the following: (1) A determination of whether there is content or passages encouraging violence or intolerance toward other countries or ethnic groups in such curriculum, and a detailed explanation of the reasons for reaching such determination. (2) An assessment of the steps the Palestinian Authority is taking to reform such curriculum at schools to conform with standards of peace and tolerance in the Declaration of Principles on Tolerance by the United Nations Educational, Scientific and Cultural Organization (adopted November 16, 1995). (3) A determination whether United States foreign assistance is used, directly or indirectly, to fund the dissemination of such curriculum by the Palestinian Authority. (4) A detailed report on how United States assistance is being used to address curriculum that encourages violence or intolerance toward other nations or ethnic groups. (5) A detailed report about United States diplomatic efforts in the preceding five years to encourage peace and tolerance in Palestinian education. (6) If any diplomatic efforts referred to in paragraph (5) were stopped by the Secretary of State, the reasons for such stoppages. |

SEC. 3. EXTENSION OF WAR RESERVES STOCKPILE AUTHORITY. The Secretary of State should consider as part of the Middle East Partnership Initiative programming to expand people-to-people ties between Israel and other countries in the Middle East and North Africa region so as to further the goal of expanding and deepening the Abraham Accords. (a) Exercises Required.--Beginning on January 1 of the year which begins after the date of the enactment of this Act, the Secretary of Defense shall require the United States Central Command or other relevant commands, units, or organizations of the United States Armed Forces, as the Secretary deems appropriate, to conduct military exercises that-- (1) occur not fewer than two times in a calendar year; (2) shall include invitations for the armed forces of Israel, provided that the Government of Israel consents to the participation of its forces in such exercises; (3) may include invitations for the armed forces of other allies and partners of the United States to take part in the exercises; (4) seek to enhance the interoperability and effectiveness of the United States Armed Forces, the armed forces of Israel, and the armed forces of other allies and partners of the United States in coalition operations; and (5) shall include, at a minimum, the following activities-- (A) practicing or simulating large-scale and long-range strike missions; (B) practicing the aerial refueling of combat aircraft of the armed forces of Israel by United States aerial refueling aircraft; and (C) practicing the provision by the United States Armed Forces of other enabling capabilities to the armed forces of Israel, including-- (i) logistics support; (ii) intelligence, surveillance, and reconnaissance; and (iii) air defense. Of the funds authorized to be appropriated by this Act for fiscal year 2024 for procurement, Defense-wide, and available for the Missile Defense Agency, not more than $80,000,000 may be provided to the Government of Israel to procure components for the Iron Dome short-range rocket defense system through co-production of such components in the United States by industry of the United States. Subject to paragraph (3), of the funds authorized to be appropriated for fiscal year 2024 for procurement, Defense-wide, and available for the Missile Defense Agency, not more than $40,000,000 may be provided to the Government of Israel to procure the David's Sling Weapon System, including for co-production of parts and components in the United States by United States industry. (a) In General.--The Secretary of Defense, using existing authorities, shall seek to build upon the incorporation of Israel into the area of responsibility of the United States Central Command to develop a Middle East integrated maritime domain awareness and interdiction capability for the purpose of protecting the people, infrastructure, and territory of such countries from-- (1) manned and unmanned naval systems, undersea warfare capabilities, and anti-ship missiles of Iran and groups affiliated with Iran; and (2) violent extremist organizations, criminal networks, and piracy activities that threaten lawful commerce in the waterways within the area of responsibility of the United States Naval Forces Central Command. SEC. 1397. MODIFICATION OF AUTHORITY FOR COOPERATION ON DIRECTED ENERGY CAPABILITIES. (a) Program Authorization.--Section 1280 of the William M. (Mac) Thornberry National Defense Authorization Act for Fiscal Year 2021 (Public Law 116-283; 134 Stat. 3982; 22 U.S.C. 8606 note) is amended-- (1) in subsection (d), in the first sentence-- (A) by inserting ``acting through the Under Secretary of Defense for Research and Engineering," after ``the Secretary of Defense,"; and (B) by striking ``may establish a program" and inserting ``is authorized"; and (2) by adding at the end the following new subsection: ``(e) Notification.-- ``(1) In general.--Not later than 120 days after the date of the enactment of this Act, the Under Secretary of Defense for Research and Engineering shall submit to the appropriate committees of Congress an assessment detailing-- ``(A) the most promising directed energy missile defense technologies available for co-development with the Government of Israel; ``(B) any risks relating to the implementation of a directed energy missile defense technology co- development program with the Government of Israel; ``(C) an anticipated spending plan for fiscal year 2024 funding authorized by the National Defense Authorization Act for Fiscal Year 2024 to carry out this section; and ``(D) initial projections for likely funding requirements to carry out a directed energy missile defense technology co-development program with the Government of Israel over the five fiscal years beginning after the date of the enactment of that Act, as applicable. ``(2) Appropriate committees of congress defined.--In this subsection, the term `appropriate committees of Congress' means-- ``(A) the Committee on Armed Services, the Committee on Appropriations, and the Committee on Foreign Relations of the Senate; and ``(B) the Committee on Armed Services, the Committee on Appropriations, and the Committee on Foreign Affairs of the House of Representatives.". (b) Additional Funding.--The amount authorized to be appropriated for fiscal year 2024 by section 4201 for research, development, test, and evaluation for Advanced Component Development and Prototypes is hereby increased by $25,000,000, with the amount of the increase to be available for Israeli Cooperative Programs (PE 0603913C). (c) Offset.--The amount authorized to be appropriated for fiscal year 2024 by section 4201 for research, development, test, and evaluation for the Air Force is hereby decreased by $25,000,000, with the amount of the decrease to be taken from the amounts available for VC-25B (PE 0401319F). (B) The quantity and type of precision-guided munitions necessary for Israel to protect its homeland and counter Hezbollah, Hamas, Palestinian Islamic Jihad, or any other armed terror group or hostile forces in the region in the event of a sustained armed confrontation. (C) The quantity and type of other munitions necessary for Israel to protect its homeland and counter Hezbollah, Hamas, Palestinian Islamic Jihad, or any other armed group or hostile forces in the region in the event of a sustained armed confrontation. (D) The quantity and type of munitions, including precision-guided munitions, necessary for Israel to protect its homeland and counter any combination of Hezbollah, Hamas, Palestinian Islamic Jihad, and any other armed terror groups or hostile forces in the region in the event of a multi-front, sustained armed confrontation. (E) The resources the Government of Israel would need to dedicate to acquire the quantity and type of munitions, including precision-guided munitions, described in subparagraphs (B) through (D). (F) Whether, as of the date on which the applicable assessment is completed, sufficient quantities and types of munitions, including precision-guided munitions, to conduct operations described in subparagraphs (B) through (D) are present in-- (i) the inventory of the military forces of Israel; (ii) the War Reserves Stock Allies-Israel; (iii) any other United States stockpile or depot within the area of responsibility of United States Central Command, as the Secretary considers appropriate to disclose to the Government of Israel; or (iv) the inventory of the United States Armed Forces, as the Secretary considers appropriate to disclose to the Government of Israel. (G) The current inventory of such munitions, including precision-guided munitions, possessed by the United States, and whether, as of the date on which the applicable assessment is completed, the United States is assessed to have sufficient munitions to meet the requirements of current operation plans of the United States or global other munitions requirements. (H) United States planning and steps being taken-- (i) to assist Israel to prepare for the contingencies, and to conduct the operations, described in subparagraphs (B) through (D); and (ii) to resupply Israel with the quantity and type of such munitions described in such subparagraphs in the event of a sustained armed confrontation described in such subparagraphs. (I) The quantity and pace at which the United States is capable of pre-positioning, increasing, stockpiling, or rapidly replenishing, or assisting in the rapid replenishment of, such munitions in preparation for, and in the event of, such a sustained armed confrontation. |

(5) The strategic economic cooperation agreement involves a transfer of $400,000,000,000 from the Chinese Communist Party to the Government of the Islamic Republic of Iran. (6) The Chinese Communist Party is committing an ongoing genocide against Uyghur Muslims in the Xinjiang Uyghur Autonomous Region and suppressing religious freedom throughout the People's Republic of China. (7) The Chinese Communist Party is suppressing religious freedom by arbitrarily imprisoning Christians, raiding house churches, and attempting to shut down houses of worship not endorsed by the Government of the People's Republic of China. (8) The Government of the Islamic Republic of Iran annually funds $100,000,000 to the terrorist organization Hamas to continue their mission of jihad against the people of Israel. (9) The United States Government-- (A) unequivocally condemns the terrorist attacks incited by and originating from Israeli land currently occupied by Hamas; and (B) recognizes the right of Israel to defend itself from terrorist attacks incited by Hamas. (10) The Government of the Islamic Republic of Iran is complicit in the October 7, 2023, terrorist attack against the people of Israel. By openly meeting with senior leaders of Hamas after the terrorist attack, the Government of the Islamic Republic of Iran has publicly recognized their involvement such Hamas-led terrorist attack. (11) The Government of the Islamic Republic of Iran is-- (A) perpetrating violence against its own people, including through the killing of protesters and the persecution of women and religious minorities; and (B) involved in severe violations of human rights throughout the Middle East, including by supporting the brutal regime of Bashar al-Assad in Syria. (12) Since 2021, the People's Republic of China has increased illicit oil purchases from the Islamic Republic of Iran. Such oil purchases would be permitted if the United States lifts sanctions with respect to Islamic Republic of Iran and re-enters the failed Joint Comprehensive Plan of Action. The People's Republic of China remains the largest oil customer of the Islamic Republic of Iran. |

GENERAL PROVISIONS--THIS TITLE Sec. 605. Section 12001 of the Department of Defense Appropriations Act, 2005 (Public Law 108-287) is amended as follows: (1) In paragraph (2) of subsection (a), by striking ``armor" and all that follows through the end of the paragraph and inserting ``defense articles that are in the inventory of the Department of Defense as of the date of transfer, are intended for use as reserve stocks for Israel, and are located in a stockpile for Israel as of the date of transfer". Sec. 606. For fiscal year 2024, section 514(b) of the Foreign Assistance Act of 1961 (22 U.S.C. 2321h(b)) shall not apply to defense articles to be set aside, earmarked, reserved, or intended for use as reserve stocks in stockpiles in the State of Israel. (1) oversight policies, processes, and procedures have been established by the Department of State and the United States Agency for International Development, as appropriate, and are in use to prevent the diversion, misuse, or destruction of assistance, including through international organizations, to Hamas and other terrorist and extremist entities in Gaza; and (2) such policies, processes, and procedures have been developed in coordination with other bilateral and multilateral donors and the Government of Israel, as appropriate. (b) Oversight Policy and Procedures.--The Secretary of State and the USAID Administrator shall submit to the appropriate congressional committees, concurrent with the submission of the certification required in subsection (a), a written description of the oversight policies, processes, and procedures for funds appropriated by this title that are made available for assistance for Gaza, including specific actions to be taken should such assistance be diverted, misused, or destroyed, and the role of Israel in the oversight of such assistance. (c) Requirement To Inform.--The Secretary of State and USAID Administrator shall promptly inform the appropriate congressional committees of each instance in which funds appropriated by this title that are made available for assistance for Gaza have been diverted, misused, or destroyed, to include the type of assistance, a description of the incident and parties involved, and an explanation of the response of the Department of State or USAID, as appropriate. (d) Third-party Monitoring.--Funds appropriated by this title shall be made available for third-party monitoring of assistance for Gaza, including end use monitoring, following consultation with the appropriate congressional committees. (e) Offices of Inspectors General.-- (1) Department of state.--Of the funds appropriated by this title under the heading ``Office of Inspector General" for the Department of State, $7,000,000 shall be made available for the oversight and monitoring of assistance made available for Gaza by this title and in prior Acts making appropriations for the Department of State, foreign operations, and related programs. (2) United states agency for international development.--Of the funds appropriated by this title under the heading ``Office of Inspector General" for USAID, $3,000,000 shall be made available for the oversight and monitoring of assistance made available for Gaza by this title and in prior Acts making appropriations for the Department of State, foreign operations, and related programs. (f) Report.--Not later than 90 days after the initial obligation of funds appropriated by this title that are made available for assistance for Gaza, and every 90 days thereafter until all such funds are expended, the Secretary of State and the USAID Administrator shall jointly submit to the appropriate congressional committees a report detailing the amount and purpose of such assistance provided during each respective quarter, including a description of the specific entity implementing such assistance. (g) Assessment.--Not later than 90 days after the date of enactment of this Act and every 90 days thereafter until September 30, 2025, the Secretary of State, in consultation with the Director of National Intelligence and other heads of elements of the intelligence community that the Secretary considers relevant, shall submit to the appropriate congressional committees a report assessing whether funds appropriated by this title and made available for assistance for the West Bank and Gaza have been diverted by Hamas or other terrorist and extremist entities in the West Bank and Gaza: Provided, That such report shall include details on the amount and how such funds were made available and used by such entities: Provided further, That such report may be submitted in classified form, if necessary. |

``Foreign Military Financing Program", not less than $3,300,000,000 shall be available for grants only for Israel which shall be disbursed within 30 days of enactment of this Act: Provided, That to the extent that the Government of Israel requests that funds be used for such purposes, grants made available for Israel under this heading shall, as agreed by the United States and Israel, be available for advanced weapons systems, of which not less than $725,300,000 shall be available for the procurement in Israel of defense articles and defense services, including research and development. |
