Recognizing Israel as America's legitimate and democratic ally and condemning antisemitism. Whereas America's greatest e1ports to the world are its people, their knowledge, and the Nation's leadership; Whereas a critical part of the country's strength is the diversity of its people, and the American immigrant experience encapsulates the American dream; Whereas every American immigrant community, Black Americans, Latino Americans, Muslim Americans, Asian American and Pacific Islander Americans, Arab Americans, Italian Americans, Irish Americans, Jewish Americans, and so many other minorities, endured a centuries-long scourge of hate, discrimination, and racism; Whereas these communities are what makes the country strong and contribute to the very essence of what it means to be a great Nation of immigrants; Whereas Jewish Americans have contributed in unique and positive ways to every aspect of American life, in diverse fields ranging from science to arts and entertainment; Whereas antisemitism is one of the oldest forms of hatred, predates the founding of the Nation, and has led to killings of Jews throughout time, at home and abroad; Whereas Middle Age-era blood libels, the accusation of Jews murdering non-Jews for their blood, led to pogroms and large-scale executions of innocent Jewish people, and ultimately displacement and genocide across the world, and barbarous anti-Israel terrorism; Whereas Jewish Americans face rampant antisemitism in various forms in the 21st century with age-old tropes such as controlling the government and media, yielding too much influence in decision-making bodies, seeking political, financial, and global dominance in society, and as greedy ``money-hungry" people; Whereas Jewish Americans have also been accused of being more loyal to Israel than to the United States, suggesting that Jewish Americans cannot be trusted neighbors, citizens, or members of society; Whereas America's involvement in the Middle East and alliance with the United States' legitimate and trusted partner and ally, the Jewish and democratic State of Israel, cannot be misconstrued for lack of trust or commitment to the United States; Whereas with increasing frequency, public figures, government officials, and celebrities use their pulpits to spread hateful, antisemitic views; and Whereas countless Americans reject these libelous assaults on Jewish Americans and their integrity as a community: Now, therefore, be it Resolved, That the House of Representatives-- (1) rejects hate, discrimination, and antisemitism in all forms, including antisemitism masquerading as anti-Israel sentiment; (2) stands in unity with the Jewish people in the United States and around the world against the rising antisemitism; and (3) explicitly condemns perpetuation of antisemitic tropes, including claims of dual loyalty, control, and other conspiracy theories antithetical to American values.

(17) In the aftermath of the Beirut Port explosion,
President Biden's pledge of an additional $98,000,000 in aid to
Lebanon on the first anniversary of the disaster was a good
first step in supporting the Lebanese people. Designating
Lebanon for Temporary Protected Status (TPS) is the logical
next step given the circumstances.
(18) Lebanon needs significant continued international
support to prevent the worsening of its economic, social,
political, and public health crises and to rebuild from this
period of extraordinary difficulty for the Lebanese people.
(19) A report from FWD.us published in February 2023
estimated that 12,000 individuals in the United States would be
eligible for TPS if Lebanon was designated, of which 64 percent
are members of the workforce with an annual economic
contribution of approximately $420,000,000.
(20) A country is designated for TPS when it is determined
by the United States Government that it is unsafe for its
citizens to return to due to ``ongoing armed conflict",
``environmental disaster", or ``extraordinary and temporary
conditions in the foreign state that prevent aliens who are
nationals of the state from returning to the state in safety".
(21) As of April 2023, the Department of State's Lebanon
Travel Advisory specifically directs individuals to
``Reconsider travel to Lebanon due to crime, terrorism, armed
conflict, civil unrest, kidnapping", and goes on to
specifically advise that individuals do not travel to ``the
border with Syria due to terrorism and armed conflict", ``the
border with Israel due to the potential for armed conflict",
and ``refugee settlements due to the potential for armed
clashes".

Congress finds the following: (1) In 2016 and 2017, the Palestinian Authority published modified curricula for school-aged children in grades 1 through 11. (2) Textbooks used by the Palestinian Authority (PA) in the West Bank and Gaza include graphics portraying violence against Israeli soldiers, positive portrayals of individuals who have committed attacks against citizens of Israel, and references to Palestinian efforts to target the ``Zionists". (3) PA textbooks are used at schools sponsored by the United Nations Relief and Works Agency (UNRWA) because UNRWA schools use the textbooks of the host government. (4) On April 26, 2018, the Government Accountability Office (GAO) published a report that found the following: (A) Textbooks in PA schools feature inaccurate and misleading maps of the region and include militaristic, adversarial imagery and content that incite hatred. (B) The Department of State raised with Palestinian officials the objectionable content in textbooks, including a specific math problem using the number of Palestinian casualties in the First and Second Intifadas. (C) The United Nations Relief and Works Agency (UNRWA), in its review of the textbooks, identified content not aligned with United Nations values, the majority of which content related to neutrality or bias issues, including issues related to maps and references to Jerusalem as the capital of Palestine. SEC. 3. SENSE OF CONGRESS. SPONSOR: . ,
Whereas accusing the State of Israel of committing and inciting genocide against Palestinians living in the Gaza Strip was based on a distorted invocation of selective facts; Whereas, on January 26, 2024, the ICJ rejected Israel's assertion that the Court lacked jurisdiction due to the absence of a genuine dispute and Israel's lack of a chance to respond, and the Court issued an order with six provisional measures including requiring Israel to submit a report to the ICJ on all measures Israel takes to abide by the order of the ICJ; and Whereas the decision imposing these provisional measures failed to credibly consider Israel's inherent right to self-defense against the armed attack by Hamas or the gravity of the international law violations committed by Hamas: Now, therefore, be it Resolved, That the House of Representatives-- (1) condemns the provisional measures order by the International Court of Justice; (2) condemns South Africa for bringing forth the meritless case against Israel; (3) stands firmly with Israel as it continues to defend itself against the illegal and unprovoked armed attack by Hamas and other Iranian terrorist proxies; (4) believes unequivocally in Israel's right to self- governance and self-defense; and (5) calls on the President to direct the Secretary of State to formally intervene in this case in support of Israel, to encourage other nations to intervene in this case in support of Israel, and to assess if and how South Africa has been complicit in supporting Hamas and how such complicity may be legally sanctioned.
